Duties and Responsibilities:
Under the project “Promoting the Provision of Legitimate Land Tenure Rights, Using the Voluntary Guidelines on the Responsible Governance of Tenure of Land Fisheries and Forest in the Context of Notional Food Security for conflict - displaced communities in the Greater Darfur region of the Sudan” (GCP/SUD/074/EC), FAO will undertake a detailed assessment of land policy, legislation and administration. The output will be a report which identifies gaps and weaknesses in the legal, policy and administrative framework for land tenure in the Sudan in general and in the Greater Darfur region in particular, and provides concrete recommendations on how to address those gaps.
Under the Supervision of the Legal Officer and a Land Tenure Officer, DPS, and in collaboration with FAO colleagues at SFE and other team members of the project, the consultant will prepare a comprehensive legal, institutional and policy assessment report on land tenure and land administration in the Sudan. The specific tasks are as follows:
Participate in introductory and training sessions on assessing the legal framework against the VGGT.
Perform an in-depth analysis of the current policies, legislation and relevant tenets of customary law with regard to land in the Sudan, bearing in mind the cross-cutting themes and guiding principles of the VGGT, in particular, gender equality, accountability, the rule of law and integrated ans sustainable approach to land administration.
Identify key institution responsible for land tenure governance and hold information meeting with their management as well as pertinent nongovernmental institution with a view to discern actual and potential overlap or non-execution of mandate.
Apply, amongst others, FAO’s legal assessment tools.
Contribute to the formulation of conclusions and recommendations of the report.
Participate in workshop to present findings and recommendation.
Contribute to the finalization of the report with the other consultants.

Minimum Qualifications Requirement
Applications will not be considered from candidates who do not possess ALL of the Essenital Qualifications
University degree in law.
Additional training in policy analysis and/or land administration will be an asset.
At least 3 years of professional experience in legal and policy assessments in the field of land tenure.
Thorough knowledge of the statutory and customary laws that apply to land, and the land administration institutions and practices in the Sudan.
Understanding of the gender implications of land tenure.
Proven ability to draft clearly and precisely in English and in conducting in-depth abalysis of legal matters.
