Under the overall
supervision of the UNFPA Representative, the technical reporting line with
the Regional Security Advisor (RSA) and the direct supervision and guidance
of the UNFPA Security Focal Point the LSA will assist in preparing Security
Risk Assessments, (SRA), Security Risk Mitigation Measures (SRM/M),
Residential Security Measures, (RSM), Business Continuity Plan (BCP),
Security Operations Procedures (SOPs) and contingency plans, conduct premises
assessments, and monitors the implementation of security policies and
procedures and all matters pertaining to the safety and security of
personnel, premises and assets. It is important to note that the security
professionals maintain responsibility and accountability for safety and
security in accordance with the Framework of Accountability.
The LSA will ensure
that the UN Security Risk Management (SRM) measures are fully implemented
pertaining to the safety and security of personnel, premises and assets of
UNFPA in Sudan. He/she will ensure that the country and area Security Plans
are well integrated and exercised by all UNFPA personnel including the

Under the direct
supervision of the International Operations Manager, maintains linkages and
liaison with the Regional Security Advisor, OSC in Headquarters, Country
office SFP, UNFPA Head of Offices, Area Security Focal Points, UNDSS in
Khartoum, UN agencies Security Officers, Field Security Coordination Officers
(FSCO’s), Local Security Associates, UNFPA implementing partners and local
authorities to maintain staff safety and security within Sudan.
- Coordinate the implementation
of security plans and measures in Sudan, maintaining linkages and
liaison with UNFPA offices and UNDSS in regard to security measures,
information and events, focusing on achievement of the following
- Establish and maintain
relationship with UNFPA personnel in field offices and with security
counterparts from the United Nations Department of Safety and Security
(UNDSS) and Agencies Fund and Programs (AFPs).
- Establish a system for the
effective coordination of security related support matters for the
various field offices
- Liaise with all the relevant
actors in regard to information, current and contemporary events, which
might affect UNFPA staff safety and security, sharing of relevant
information, with the Security Focal Point and Regional Security
- Monitor the implementation of
security plans, SRMM/MOSS compliance and related procurement.
- Manage the effective
functioning of emergency communication and, warden system(s), updated
staff lists, fire and evacuation procedures.
- Maintain the Security
Incident Reporting System (SIRS) and Travel Request Information
Processing (TRIP) & Tracking.
- Coordinate Security response
requests with SFP and UNDSS to ensure timely response is provided.
- Ensure the effective and efficient delivery of the
security function in the Country Office through security administrative
and logistical services
- Ensure that equipment required for the functioning of
the Security Office are fully functional.
- Ensure that security services/advice
are provided in full compliance of administrative activities with UNFPA
rules, regulations, policies and strategies.
- Perform General User role in
Atlas and prepare monthly reporting on activities, expenditure related
to SRMM/MOSS/RSM implementation.
- Provide input to preparation
of the office’s results-oriented work plan/budget
- Follow up on tasks,
deadlines, commitments made, actions taken and coordinate of collection
and submission of inputs to the reports as required.
- Maintain inventory of assets,
ensure proper record keeping, ensuring safekeeping of equipment and

data from various sources. Research and retrieval of specifications,
statistical data from internal and external resources: preparation of
statistical charts, tables and reports as required.
- Maintain contacts with
visitors and UNFPA personnel, arrangement of appointments and meetings

Qualification, Skills and Experience Required:
Education: Secondary education is required. Bachelor’s
degree or Certification in administration and security fields desirable.
- At least six years of
relevant administrative and security (military or police senior NCO,
preferably officer’s level) experience are required. Experience in a
UN/International related environment is preferred
- Experience in the usage of
computers and office software packages (MS Word, Excel, etc.). Knowledge
of web-based Corporate software (e.g. Atlas) is desirable.
